Parcel 5 Proposals: Still No Determination for Prized Downtown Site

On Tuesday evening, the Rochester City Council heard proposals for how the former location of the Midtown mall should be used. Among the ideas proposed is the “Visionary Square," a performing arts center and a 14 story tower with a green space.

ROCHESTER, N.Y. -- The sprawling, empty lot in downtown Rochester known as Parcel 5 could be on the path to becoming a new community center.

On Tuesday evening, the Rochester City Council heard proposals for how the former location of the Midtown mall should be used. Among the ideas proposed is the “Visionary Square," a performing arts center and a 14 story tower with a green space. 

"Right now the Midown commons could use an expansion, and could use an actual green aspect to it.” said Edward Campany, an urban planning student. “But I think if we have purely open space then it’s going to undermine what makes Midtown an urban area attractive to young people."

However the Visionary Square received the most support at the meeting. It proposes to transform the lot into a location where Food Trucks and small businesses can gather, where people can go to enjoy concerts and other arts in the summertime, with both indoor and outdoor facilities for the winter as well.

"My vision for Parcel 5 is a vibrant open green space that serves as a public social center in the downtown of Rochester," said Mary Lupien, a candidate for City Council and advocate for Visionary Square. "I want people to think of the Rochester that I see, and I see a vibrant place already, but so many people are already focused on our poverty statistics, but we're to add money to our tax base and its hard to do when people don’t want to live here, our schools aren't on par and our housing stock is deteriorating. This is something that can give people energy and excitement, to see the Rochester that I see."

Council members are currently considering all options.
